Meeting called to order at 10:10am by Jeff Carter. There were 26 members in attendance. The pledge of allegiance was done. The last meeting minutes were read. Motion was made to accept the minutes by Cathy Carter, seconded, all approved. Treasury Report was read. Balance in the fund was $3,831.09. Receipts totaled $1,939.50. Expenses totaled $132.80 and were as follows:
Ending balance is $5,637.79. The balance in the Gypsy Moth Fund is $848.29 (included in balance). Motion was made to accept the treasurer�s report by Dick Zilke, Phil Hall seconded, all approved. Old Business Thank you to George Loy, Doug Richardson and his brother for removing the tree from the opening of the canal. Thank you to Bruce Pierce for removing another tree from the canal.
Ken Buckner repaired a picnic table at the beach. Kristin Pavliscak made a motion to reimburse Ken for the supplies, seconded, all approved.
Jim Thompson did supply the quit-claim deed that shows the property at the boat launch area is owned by ALL property owners on both sides of the canal. Kristin Pavliscak will put them up on the website. Of course everyone should be considerate of those that own docks down there and try to park opposite of the canal so they have clear access to their docks.
Glenn Freeman called the person who installed the lights about coming down to look at the lights that are broken. He is trying to get a ladder long enough to reach the lights. There was mention to purchase a ladder for the association to use so someone can do it themselves, however, this is causes a safety risk. Jeff Carter suggested renting a lift so an association member can get up there more safely; however, this is still a safety risk. We need to find a contractor that can get up there and who is insured. Dave Gray will talk Kelly Tree Service to see if they would be able to do anything for us.
New Business
Judith Church at 4120 Oakridge mentioned there was an incident while her family was at the beach the previous week. She called the Sherriff’s department because that day there was a man taking pictures from the woods with a telescopic lens, of the children playing at the beach and in the water. The parents of the children pulled their kids out of the water and left. Then this man suddenly left as well. No one approached the man to ask what he was doing. Although Judith was not present that day, she wanted to report it. Everyone in the association should keep an eye out for any suspicious activity like this and report it immediately. Association members also have the right to go up to anyone and ask them if they are a member of our association and what they are doing.
Judith also mentioned neighbor of hers, that owns 2 cabins in the neighborhood, are in bad health. They will not be able to repair their dock that is in bad shape and has had other property owners complain about it. She wanted to know how to handle this. Brian Pavliscak first said to never get into a confrontation with anyone about the docks. They can always call him and he can address it with them. Second, he said that everyone has the right to keep their dock as nice as they want or let it rot. However, if the dock is infringing on another dock owners allotted 8 feet then there would be an issue. Apparently this dock is not in incredibly bad shape and only has one broken board. At this point it is suggested to leave the issue alone and if the person who complained, complains again, they should contact Brian Pavliscak.
Jackie Cross brought up that one of the poles that keeps ORV’s from getting to the beach area is pulled out and laying on the ground.
Marlene Freeman was at the beach a few weeks ago and said a pontoon was beached there and when she spoke to them they said they were from the North end of the beach. She asked about their association and he said there is no longer an association at that end.
Norm Sanders said the boat launch is starting to get holes and needs to be filled in with slag. A motion was made by Cathy Carter to purchase 10 yards and have Norm install it, seconded, all approved.
Norm Sanders thinks more sand is needed down at the beach. Glenn Freeman suggested waiting until the Spring or Fall because it is already the middle of the season. We will address this issue at the September meeting.
The undersheriff, Officer Rick Miller, showed up at meeting to address any concerns we may have. He mentioned he’s been in Clare County doing law enforcement for 33 years. He said he has formed a neighborhood watch program. Neighborhood watch is not people helping them but becoming a team. No one knows the area better than the property owners so any concerns can be communicated to them and they can look into them. You can let them know if you choose to remain anonymous.
The program has over 3000 active members in Clare County. Crime has been reduced by up to 33%. The program runs off of donations and 100% of those donations go into it. The program pays for all the signs and stickers posted in the neighborhood or on your door that lets people know there is a neighborhood watch active in the area. He would like to start one in our neighborhood but will need a small group of volunteers. He needs some block captains. Meetings can be held on the weekends for those that are weekenders.
Norm Sanders mentioned that 20 years ago there was a neighborhood watch but it did not continue because of the lack of support from the Sherriff Department. Officer Rick said as long as he is in charge this will never happen and we will have 100% support from them.
Another member did mention that the response from the Sherriff Department has been great this year, however, if anyone has a problem with one of the officers you can call Officer Rick to let him know and he will address it with them.
Brian Pavliscak mentioned he patrols the canal at night down by the boats with his golf cart and has asked if he can put a neighborhood watch sign on his cart. Officer Rick said it’s encouraged and will get him a sign. Officer Rick also provided us with the stickers for the doors and his business card.
Jackie Cross mentioned that she has been very lenient on the rules for those renting the clubhouse. However, after the last few rentals some items came up missing (ie. coffee and the gavel). She would like the authority to be stricter when someone is renting by meeting them here and walking around to take note of what was here before the rental and coming back and taking note that everything is still there. Brian Finks made the motion to add a $35 deposit fee to the clubhouse rentals, seconded, all approved.
Everyone at the meeting agreed we would like to have a neighborhood watch program. The first neighborhood watch meeting will be on Saturday, September 3rd at 10am.

Kristin Pavliscak spent money to copy the annual letter and have them folded. Libby Zilke made a motion to reimburse Kristin, seconded, all approved.
Motion was made to adjourn the meeting by Glenn Freeman, seconded, all approved. Meeting ended at 11:38am.
